There are no doubt several 3rd party solutions that might work but: - that is extra cost - I cannot vouch for any of them as I have not tried them. Importing the CSV into Apple Address Book is the best - if not the only - way to do it. It will automatically go to the cloud if the user's Mac is set up with an iCloud account. If all users have the same iCloud account, then pushing it once will guarantee that they all get it. Failing that, the manual push to all users (via shared server, email or other method) will work.

If there is high turnover at the company, then I would suggest a script (PC side) be written to glean the info from the GAL and exported to a CSV file. It could be run as often as needed.
